Merge BIT_NOT with BIT_NAND

The BIT_NOT function bitwise inverts its argument value. If the argument value is a BIT_NAND function, we can simply merge the two functions.
Using Settings.transformPatternsBitNotNand
, the following transformations can be achieved:
-- With Settings.transformPatternsBitNotNand active, this: SELECT ~(bitnand(a, b)), ~(bitand(a, b)) FROM tab; -- ... is transformed into the equivalent expression: SELECT bitand(a, b), -- ~(bitnand(a, b)) bitnand(a, b) -- ~(bitand(a, b)) FROM tab;
