BIT_SET function

bitwise operations can be matched to represent the BIT_SET function.
Using Settings.transformPatternsBitSet, the following transformations can be achieved:
-- With Settings.transformPatternsBitSet active, this: SELECT a | (1 << b), a & ~(1 << b) FROM tab; -- ... is transformed into the equivalent expression: SELECT bit_set(a, b), bit_set(a, b, 0) FROM tab;
